Meeting of Warcop Parish Council

Held on Thursday 11th May 2023 at 7.30pm

 

PRESENT:               Councillors Mr A Parkinson (Chairman) Sydall, McDowall, Deighton, Mallett & Helvin.

 

ALSO PRESENT:   Clerk Mrs Strong  + 6 members of public.

 

01/0523 APOLOGIES FOR ABSENCE ACTION

 

02/0523 DECLARATIONS OF INTEREST

Councillors McDowall and Parkinson both declared an interest in item 06/0523 – planning.

 

 
03/0523 MINUTES OF THE LAST MEETING

These were approved and signed and Councillor Sydall proposed these as a true and accurate record of the meeting.

 

 
04/0523 MATTERS ARISING FROM THE LAST MEETING

Councillor Mallett raised a concern that the PC had not obtained planning permission regarding the new gate in the Woodland burial site.  The Clerk will check with the planning dept regarding this.

Note:  Subsequent to the meeting it was confirmed that no Council permissions are required for the gate in the Cemetery.

The updated costs for the use of the Cemetery, based on the local council recommended charges, and water butt sign have now been put up in the Cemetery noticeboard.

After a discussion it was agreed to try and find someone within the parish who would be keen to maintain the website.  The clerk will speak to other clerks to see how they manage their websites and feedback at the next meeting.

The upcoming Horse Fair was discussed and a few things needed to be clarified.  Councillor Deighton will put out the posts, he did mention some more needed to be purchased, but he would do this and send on an invoice.  The boulders that the Herons kindly put across the Cemetery lane need to be put closer to the main road as last year a caravan managed to park there.  If there is a funeral then the Herons will arrange to move these.  The benches also need to be put away and Mr Keetley has previously done this, the Chairman will speak to him to find out if he would like to continue to do this or whether he would prefer to hand this back over to the PC to do.

Mr Hanna has also mentioned that the lawn mower definitely needs to be moved this weekend. Mr Keetley has kindly offered to do this and Mr Wilkinson has agreed that it can reside in his garage.  A new lock will need to be purchased for the door at Mr Wilkinson’s as the one he has is not strong enough.

A resident continues to lobby at Highways England to try and get the flashing warning signs on the A66.

23/0281 Barley Cottage Sandford – no objections.

Councillors McDowall & Parkinson did not make any comment as they had previously declared an interest in this application.

08/0523 COUNCILLOR REPORTS & UPDATE

As this was a first meeting of the newly formed PC it was a much shorter meeting than usual.  It was agreed to have monthly meetings until September to get up to speed with everything.

Councillor Helvin asked if the noticeboard could be sectioned off.  A section for the PC only and the rest for other posts.

Councillor Helvin also mentioned that maybe the noticeboard for Chapel Garth needs to go somewhere else and it is not the most accessible as the board would have to be put up over the existing newspaper box which would make it difficult for residents to get to.  Councillor Helvin agreed to look at other options for this notice board.

11/0523 SECHEDULE OF CORRESPONDENCE NOTICES & PUBLICATION

An Email has been received requesting temporary installation of ANPR cameras on two of the Parish lamp posts as part of the Warcop Camp security arrangements.  This request was approved and the clerk agreed to feed this back.

 

A notification for the naming of a new street in Warcop on the site of Eden Gate farm from the land agents.  A number of possible names were suggested; the PC expressed no objections to any of the names and no particular preference.  The clerk agreed to feed this back to the land agents.
